Weston LaBar
Chief Strategy Officer, Waterfront Logistics

Weston LaBar is the Chief Strategy Officer of Waterfront Logistics, where he drives strategic growth and innovation across the supply chain and logistics ecosystem. He also serves as CEO of Quaynote Ventures and Ventures 52, two firms dedicated to building and scaling high-growth ventures in logistics and trade technology. Previously, Weston was the first CEO of the Harbor Trucking Association (HTA), where he led transformative advocacy efforts for the drayage and intermodal sectors, and has held senior strategy and growth executive roles in multiple venture-backed Logistech companies, helping bring next-generation supply chain solutions to market. 


Weston is also the host of the “On The Waterfront” podcast and is a frequently featured speaker with national and international media, as well as for major industry conferences and public speaking appearances. 


In addition to his leadership in business and industry, Weston is deeply committed to advancing economic and workforce development. He currently chairs both the Long Beach Workforce Investment Network (LBWIN) Board and the Long Beach Economic Partnership Board, working to align talent development with regional economic growth. He has also served on dozens of national and regional industry boards and steering committees advancing trade, supply-chain, and goods-movement initiatives, including the American Trucking Associations’ Intermodal Motor Carrier Conference (ATA-IMCC) and the HTA Board of Directors, underscoring his long-standing role as a trusted voice at the intersection of logistics, innovation, and public policy.

Matt Schrap

Chief Commercial Officer, Forum Mobility

Matt Schrap currently holds the position of Chief Commercial Officer for Forum Mobility Inc. Prior to joining Forum, Matt was the CEO of the Harbor Trucking Association (HTA), the largest Drayage focused Association in the United States. Matt worked closely with fellow supply chain stakeholders along with local, state and federal regulators on a multitude of issues impacting drayage movements on the USWC


As HTA’s CEO from June 2021 through August 2025, Matt has been featured on several national news programs including 60 Minutes, ABC Nightly News, Fox News, CNBC, PBS News Hour, Bloomberg TV, National Public Radio, California Insider, Road Dog Trucking Radio on SiriusXM, and a host of other local network affiliates.

Even in his current role, Matt has continued to remain a trusted voice on state and federal policy issues and their influence on supply-chain efficiency constraints within the drayage industry.

Prior to joining HTA, he was VP of Government Programs for the Velocity Vehicle Group of Companies (VVG), where he educated equipment owners, dealership personnel and finance institutions on air quality regulatory policy and incentive programs for Heavy Duty trucks operating across the United States. 

Before his time at VVG, Matt was the Director of Environmental Affairs and Intermodal Conferences for the California Trucking Association (CTA). He took the role at CTA after completing the Center for California Studies, Senate Fellows Program in 2005. 

Matt is a lecturer and instructor for the College of Professional and Continuing Education, Global Logistics Professional Designation at California State University, Long Beach (CSULB) and holds an MA in Public Policy Administration from CSULB and a BA in Government from California State University, Sacramento.

Vince Iacopella

EVP Strategic Growth, President-Government & Trade Relations, Alba

Vince Iacopella is a licensed Customs Broker and past president of the Los Angeles Customs Brokers and Forwarders Association. He's now Chairman of the Pacific Coast Council of Customs Brokers and Freight Forwarders. In March 2013, he was appointed to the 13th Commercial Customs Advisory Committee for Customs and Border Protection, better known as COAC.
 
Vince served on the 14th COAC as Trade Co-Chair. While on COAC, Vince worked on customs broker regulations, automation of trade data in ACE, and e-commerce Sec 321 de minimus policy. Vince serves as the Los Angeles Vice Chair of the District Export Council of Southern Council, and is on the Board of the Los Angeles Area Chamber of Commerce. Vince is also on the Board of Governors of the American Association of Exporters and Importers (AAEI).
 
At Alba, Vince works on growth strategy initiatives that drive value to Alba's mid-market and global customers.  Vince focuses collaboration with US Government agencies, such as the COAC, which allows the trade to influence CBP policy and align it to the commercial interests of the private sector.
